About WISC

The Wahba Institute for Strategic Competition (WISC) is dedicated to strengthening the economic foundations of freedom and deterrence by advancing coordinated geoeconomic statecraft, trusted technology alliances, strategic infrastructure finance, and transparent economic governance across the American-led alliance and its broader network of partners.

Through research, convening, and collaboration, WISC shapes conversations and inspires action across U.S., allied, and partner institutions.

Our Vision

WISC seeks to become the premier global platform for actionable, cross-disciplinary strategies that reinforce allied leadership, counter authoritarian influence, and uphold the international rules-based order through economic, technological, and alliance-based coordination.

Founded at the Wilson Center in 2023 and relaunched as an independent institute in 2025, WISC continues to grow its global reach and impact.

WISC's Four Strategic Focus Areas

1. Building Infrastructure That Binds and Builds Power

Infrastructure is more than concrete—it’s strategy. From ports and undersea cables to digital networks and critical minerals, WISC advances policies to ensure that global systems serve freedom, not coercion.

"Build the world’s connective tissue in ways that empower—not entrap."

2. Enhancing Resilience and Expanding Reach

Resilience should not mean retreat. WISC supports policies that blend targeted industrial renewal, strategic sourcing, and smart trade expansion to reduce vulnerability without sacrificing openness.

"Resilience without retreat. Reach without reliance."

3. Securing Democratic Digital Dominance

From semiconductors and AI to space and cloud systems, WISC promotes strategies that empower democracies to lead in the technologies—and rules—that will shape the global future.

"Empower, secure, and expand democratic leadership in the digital age."

4. Modernizing Alliances for Mutual Advantage

Alliances must move from values alignment to capability integration. WISC champions new models of allied coordination across trade, infrastructure, defense, and digital domains.

"Adapt, align, and advance—building 21st-century alliances for 21st-century challenges."
